Lessons From Hallsands: A Warning to Slapton Ley

Between the lighthouse at Start Point and the beach at Slapton Sands lies the abandoned village of Hallsands. Here, on the southern coast of England, the deep red of Devonian cliffs shear off into the sea below a patchwork of farmland. The shades of green pasture and yellow grain make a madras stitched together by hedgerows and speckled with sheep. Between the sleepy summer towns, and the second homes of the wealthy, its hard to believe that here, where England feels like old England, man would be fighting to slow down nature.

Strictly speaking, Slapton Sands is a thin ribbon of shingle beach running between the English Channel and Slapton Ley -- the largest body of fresh water in the Southwest of England. Viewed as a snapshot, it's a beautiful place, with two ecosystems nestled against each other. Moreover, it's the home of many rare flora and fauna, and has been officially designated a Site of Special Scientific Interest (SSSI) within the larger South Devon Area of Outstanding Natural Beauty.

Extend the timeline, however, and the picture becomes more dynamic. Slapton Ley is being recaptured by ecological succession, where sediment and nutrient rich agricultural runoff are filling in both lakes within the Ley. Meanwhile, Slapton Sands is slowly being thinned by the natural recession of the coast. Together, they form a one two knock-out for the villages perched on the edge of the coast.

In January, 1979, for instance, a major storm hit the neighboring towns of Beesands and Torcross. Houses were destroyed, much of the beach changed, and the large sections of the ribbon of a road that runs between Slapton Sands and Slapton Ley was destroyed. Another major storm hit in 2001. The storm came as a warning, and prompted a heavy investment in coastal protection. Millions have been spent by the government to erect what amounts of a cross section in coastal protection design: sections of concrete sea walls meet rock deposits meet beach nourishment and rip-rap. Together, these efforts amount to an expensive campaign to stop natural processes and protect what are, predominately, second-homes.

What the storm should have reminded them of were the Trout sisters, the last residents of the town of Hallsands, a few miles south of Slapton. The Trout sisters were, as our guide said, fisherwomen bred of hard stock. One night, a storm hit the coast and a wave came down upon and through their thatched roof, flooding the house, and nearly washing grandma Trout out the door. With the staircase up the cliff washed away, she was forced to climb up the cliff face and into the local village with her four grandchildren. All made it out alive, but the village was, after this, largely abandoned.

The story reminds one of the salt-of-the-earth hardship we tend to celebrate. But as an analogue to the current residents of Beesands and Torcross, and to those who wish to protect Slapton Sands, it is a reminder of the foolhardy nature of their gambit. The tides rise and fall, sea currents shift. The beach can no more be protected than these forces stopped. It is a fool's errand, and an expensive one, paid for by the UK taxpayer.

Look no further than a new housing community at Beesands. One house, closest to the water, is perched on a ledge. Behind it are abandoned homes. In the driveway sat a shiny Range Rover towing a boat. And beneath it, should you care to look, are caves that extend 30 to 40 meters back into the cliff and under the house.

This story breaks down into the essential elements of tragedy. There is the Slapton Ley Field Center, acting as the force of good. There is a nature herself as a force of destruction. There are local houses, and coast, as the unsuspecting victims. There is class warfare. And there is a plot that, for unfolding slowly, is ever more painful.

I would like to think there is also a lesson. If not a lesson, than a question: Who are we protecting this beach for?

Other questions follow. If we claim to be preserving biodiversity, how much will we spend to protect species that may be critically endangered here, but abundant elsewhere? And if we're protecting biodiversity, do we claim to be protecting it against human harm or preserving it against natural processes? Put slightly differently, are we spending millions to protect this natural landscape from ourselves or from itself?

If we're honest, I think the answer is a bit of both. Either way, it strikes me as partially ironic, partially sad. We are losing this place. And there is little we can or should do to stop it.

    It was really striking to see some of the new housing developments at Beesands, built in contravention of planning policy and guidelines, and unlikely to last much more than a few decades.

    It's not a new problem: the Gospel of St Matthew contains a parable about a wise and a foolish builder, one of whom built his house on a rock (presumably not one that had been structurally undermined by wave erosion over several decades); and the other who built his house on sand.

    The Biblical story has a neat justice to it: the wise builder keeps his house, the foolish one loses his in a storm. I'm worried that in the modern-day United Kingdom, things will not be so simple. When the inevitable happens and home owners lose their property to the sea, it will be difficult for local governments to deny all responsibility in cases where they have given permission to build despite having planning policies to the contrary. The result may well be court cases, compensation and eventually costs for the taxpayer.

    I agree with you that there is an element of tragedy at Beesands, but the shiny new holiday homes sitting on a hollowed, crumbling cliff testify to the fact that this is compounded by human short-sightedness and stupidity. It's not possible to legislate against stupidity, and even if were there are good libertarian arguments against doing so. The challenge for governments - both local and national - is to ensure that stupid decisions made by individuals today do not create expensive liabilities fo the taxpayers of tomorrow.

    Notwithstanding your comments about second homes, there is, nevertheless a genuine local community at Torcross and Beesands and Slapton itself, which depend to some extent on the road that separates the Ley from the sea for their livelihood and for local communications.

    Are you saying that they should be abandoned to their fate? What makes this community less important than many others around the coast, who will also be in increasing danger from erosion?

    If your case is that nature should, at all times and in all circumstances, be allowed to run amok, then I assume you will not be supporting any schemes to protect London from inevitable inundation?

    Are we forgetting also, the slight speeding up of this natural process, or infact the complete alteration of the natural closed shallow water system...by the dredging out of huge amounts of gravel.

    Could it be, that we are not just short-sighted, but also stupid. Stupid to think that when we interfere in delicate systems it won't come back to bite us in the backside?

    If we don't all start acting in more altogether unstupid ways I agree that London will deserve its fate, as will NY and other cities built on floodplains.

    Thanks for your comment. Let me clarify a few points.

    I enjoyed these communities. Not only are they beautiful places, but they remind me of the coast of Maine, where I grew up. I have sympathy for their situation, and their hardship, beyond the issue of erosion.

    My post was motivated not by a conviction that these communities should be abandoned. Indeed, I would like to see them continue to flourish. But there is a difference between needlessly locating your home atop of a cliff and resting it a 30 or 40 meters back from the shoreline. The difference is between courting disaster, at the expense of distant taxpayers, and accepting personal responsibility for inevitable and, I would argue, unstoppable natural processes.

    The situation is different, of course, in each town. If I remember correctly, there is at Beesands and, to a limited extent at Hallsands, room away from the cliff to accommodate a small cluster of homes. These would still be seaside, would still have views, and would preserve the local community.

    The trouble is with Torcross and the road along Slapton Ley. What we know for certain is that erosion has been slowly wiping away the beach. We also know that the ocean is rising, if slowly. The question, then, is not if the road will some day be beyond our recovery, but when. It may be hundreds of years away, it may be within our lifetime. I don't know, and I don't know if anyone can know with certainty.

    The suggestion of abandoning these places would not be without precedent. Other countries, such as the Netherlands, in which large areas lie below the floodplain, are negotiating a managed retreat of large sections of the country should sea levels rise dramatically. Closer to home, parts of England have been submitted to similar manged retreat negotiations.

    I agree with you -- this is a sad process. And it should be done in only the most necessary of cases. But it's my opinion that the road at Slapton is being held in place by matchsticks. It will only take a small natural incident -- a strong wave system, say, or a hurricane -- to wipe them out. How many times will we rebuild? How many times can we beat the odds?

    Yes indeed - the destruction of Hallsands was a man-made disaster, caused by the dredging of gravel from the seabed in Start Bay.

    "Following the idea from Sir John Jackson in the 1890s, a decision was made to expand the naval dockyard at Keyham, near Plymouth, dredging began offshore from Hallsands to provide material for construction. The Board of Trade agreed to establish a local inquiry in response to protests from villagers, who feared that the dredging might destabilise the beach and thereby threaten the village. The inquiry found that the activity was not likely to pose a significant threat to the village, so dredging continued.

    By 1900, however, the level of the beach had started to fall. In the autumn storms that year, part of the sea wall was washed away. In November 1900, villagers petitioned their Member of Parliament complaining of damage to their houses, and in March 1901 Kingsbridge Rural District Council wrote to the Board of Trade complaining of damage to the road. In September 1901 a new Board of Trade inspector concluded that further severe storms could cause serious damage and recommended that dredging be stopped. On 8 January 1902 the dredging licence was revoked. During 1902 the level of the beach recovered; however the winter of 1902 brought more storms and damage.

    On 26 January 1917, a combination of easterly gales and exceptionally high tides breached Hallsands' defences, and by the end of that year only one house remained habitable. The villagers' fight for compensation took seven years."

    Hi ... as a young man I experienced the dramatic and unforgiving moods and whimps of our seas ...

    My first job was as a trainee to learn all involved in managing a trawler operating in the North Sea. (I hoped to become a skipper)

    For an eighteen year old life aboard the trawler was very very hard ... (I didn`t come from an established fishing family.)

    What I came to realise very quickly was the fact we simply cannot dominate our seas, however hard we may try ....

    My first ever trip out of Lowestoft in 1970 showe me just how powerful and unforgiving nature is ... 40 foot waves greeted us about five hours out of port! The ferocity of the storm even fazed our very experienced skipper ....

    This storm broke plates off our boat and we had to anchor in Esberg, Denmark, for a night, to make repairs.

    Repairs were made and ... fortunately we carried on to make quite a good catch of fish ...

    My experiences at sea have made me quite wise to the fact that take the sea and it`s incredible power for granted and we WILL pay a very dear price!

    Although I do not live by Slapton Sands I have stayed there for several months,every year, since the 1980`s ... My seafaring experiences tell me it is only a matter of time until more tradegy visits this lovely area ...

    One very high tide together with a wild storm could easily wipe out Tor Cross completely ... I know such storms are infrequent BUT they do happen ...

    To my knowledge there was no road along slapton sands until early in the twentieth century .... just a lane coming from the higher ground which cradled the fresh water `lakes` .... befriending the sands and sea just below.

    Much unhappiness surrounds Slapton ... Hallsands... and this very lovely part of our world. As is usually the case man has been incredibly negligent ... incredibly shortsighten into protecting those people who live within this area.

    Unfortunately many of the people who live in this area are quite unaware of what danger they are in ...
