When it comes to Russia, I think you mean "kick some oligarchic butt."
Peak oil is still probably here. Peak oil is the maximum extraction rate of oil in history. Because of the difficulty of drilling and extracting, due to the conditions, it's unlikely that the oil is going to flow quickly from somewhere like the Beaufort Sea. It will still flow, but not enough to make up for declines elsewhere. Peak oil doesn't mean we wake up to empty gas stations next Thursday. More generally, don't kid yourself. Every economically-viable gallon of oil is going to be pumped and burned. Humanity has never had so useful a fuel, and never will again. It's going to be used.
FYI The US has NO claim to the Artic. The dispute is between Canada and the Russians :(
